FDI in Higher Education: Rationales and Priorities

The paper looks at five rationales for FDI in higher education and outlines four sets of interlinked criticisms and how to address those criticisms through policy priorities. It argues that FDI needs to be seen as a complementing strategy in a portfolio of education reforms rather than considering it in silos.Downloads
